Subject: Complaint Against the District Manager of Dadu Regarding Corruption in Dadu District and Union Councils Dear Sir/Madam, I am writing to bring to your attention the issue of widespread corruption under the administration of the District Manager of Dadu, affecting various Union Councils (UCs) in the district. It has come to my knowledge through personal observations and reports from the community that there are numerous instances of misconduct and misuse of public funds intended for the development and welfare of the people of Dadu. The following are key areas of concern that need urgent investigation: Mismanagement of Funds: Large sums of money allocated for various development projects across the UCs are not being properly utilized, with evidence of funds being diverted for personal gain. Bribery and Nepotism: There is a growing practice of bribery and favoritism in the allocation of resources and approval of beneficiaries for public welfare schemes. Fraudulent Reporting: Project progress is frequently misrepresented, with false reports submitted to cover up delays or failures in the delivery of services. Failure to Implement Development Projects: Many projects meant to improve infrastructure and provide essential services in the UCs have either been delayed or left incomplete, causing great hardship for the local population. These corrupt practices are not only hindering the growth and development of the district but are also eroding the public's trust in the local government. As a concerned citizen, I urge you to take immediate and decisive action to investigate these matters and hold those responsible accountable for their actions. I kindly request that you launch an inquiry into the corruption occurring at both the district and UC levels, and take appropriate legal action to bring justice to the people of Dadu. It is essential to ensure transparency and fairness in the management of public resources for the betterment of the district. Thank you for your time and attention to this critical issue. I look forward to seeing swift action taken to address the corruption in our district.

𝗛𝗮𝗽𝗽𝗶𝗻𝗲𝘀𝘀 𝗶𝘀 𝗮 𝗷𝗼𝘂𝗿𝗻𝗲𝘆, 𝗻𝗼𝘁 𝗮 𝗱𝗲𝘀𝘁𝗶𝗻𝗮𝘁𝗶𝗼𝗻: In many schools across Thar, children sit on the floor due to lack of furniture. Each morning, they journey from distant villages, carrying heavy bags on their backs filled not only with books but also with roti and water. Thardeep Rural Development Programme (TRDP) recently provided student chairs to two schools near Nagarparkar: the Government Primary School in Lakhe jo Wadhio, Piprio, and the Government School in the historic village of Bhodesar. Having furniture in their schools was a happy moment for the hundreds of students and their teachers.

Bhemo, from the Government School, Lakhe jo Wadhio, Piprio, said, "We have 300 children in our school, and due to the shortage of furniture, they had been studying on the ground. We are deeply grateful to Thardeep for providing these student chairs. Now, the children can sit comfortably and focus on their education. Our children will always pray for you."

Kirsho, a villager from Piprio, expressed similar sentiments, saying, "We are thankful to Thardeep. Our 300 children used to study sitting on the floor, but now, with the student chairs provided by Thardeep, we are filled with gratitude for this kind gesture."

Dileep Kumar, the headmaster of the school in Bhodesar, added, "I am immensely grateful to TRDP for arranging furniture for our children, who had previously been studying on the ground. This support has made a world of difference to their learning experience."

Both boys and girls study in this school, and girls were facing a lot of trouble due to the bathroom not being in a proper condition. They pulled us a water line from 1200 feet away. They provided hygiene kits, such as for washing hands they provided soaps. Due to this, mashallah the enrollment of boys and girls at our school is increased, and children also come to school happily. Both Thardeep and concern worldwide helped us a lot, we are very grateful to them." (Sanghar, Sindh, September 27, 2024)

P'apo is the General Secretary of the village organization 'Aneeta,' which works in village Haji Ibrahim Mari in Mirpurkhas district. The community in the village is poor and unable to construct toilets. Waterborne diseases broke out after the 2022 flood due to open defecation and unsafe drinking water.

Ms. Jheema, who is also from the same village, is a member of the village organization. After the flood, Mr. P'apo, Ms. Jheema, and other members of the 'Aneeta' village organization resolved to work on preventing diseases by raising awareness among villagers about health and hygiene, and by making their village free from open defecation.

"TRDP and Concern Worldwide came to support us. They conducted a survey," says Jheema, "gathered the community, facilitated the formation of the village organization, and provided hand pumps for drinking water." The Thardeep team conducted training sessions on water, sanitation, health, and hygiene (WASH), and disease prevention. Ms. Jheema says that Thardeep Rural Development Programme (TRDP) also helped the community construct toilets.

With access to water and toilets, the village is now free from open defecation, and diseases no longer break out. Women no longer have to travel kilometers from their homes to fetch water. Ms. Jheema says, "We are thankful to TRDP. This is a blessing for us." (Mirpurkhas, September 25, 2024)

When the canal’s embankments broke during the 2022 flood, water rushed into the house of Ms. Rehmat in Nayabad village, district Sanghar, Sindh. The crops around her village were washed away, and diseases broke out due to drinking contaminated floodwater. Rehmat says that water was scarce, forcing them to travel three kilometers to fetch it. She recalls, "During this period, no one came to help us except Thardeep Rural Development Programme. They gathered the people in our neighborhood and informed us that they were bringing a health and hygiene program." Rehmat further mentions that #TRDP supported thirteen households in the village by helping them construct washrooms and providing water pumps. "Thank God, the water facility is now near our home," says Rehmat. "Now we can easily fetch water at any time. We are thankful to Thardeep and Concern for helping us during our difficult time." 𝗙𝗿𝗼𝗺 𝗽𝗼𝗼𝗿 𝗶𝗻𝗱𝗶𝘃𝗶𝗱𝘂𝗮𝗹𝘀 𝘁𝗼 𝗽𝗿𝗼𝗺𝗶𝘀𝗶𝗻𝗴 𝗴𝗿𝗼𝘂𝗽 𝗼𝗳 𝗲𝗻𝘁𝗿𝗲𝗽𝗿𝗲𝗻𝗲𝘂𝗿𝘀:

Three years ago, a team from Thardeep Rural Development Programme (TRDP) conducted a poverty survey in Shiv Nagar village, in the district Umerkot, Sindh. The survey identified 20 households living below the poverty line, and Gomi's household was one of them. Under the National Poverty Graduation Program (NPGP), Thardeep provided grants to all 20 households to help them start small businesses. Fifteen families received grants to purchase buffaloes, while the remaining five were given the grant to set up small shops or purchase rickshaws. Similar grants were also distributed to poor households in other union councils (UCs) to help them launch small enterprises.

“With this support,” Gomi says in following message, “we combined four villages and formed a group of similar businesses. The group is called ‘Sangeet.’ The households that received buffaloes from Thardeep now collect and sell buffalo milk through the Sangeet group in the market. I became the president of the group"The group holds meetings every three months. During one of these meetings, the members decided that a bike rider from the village would collect milk from the four villages and sell it in the market.

The bike rider buys the milk for 130 rupees per kilogram and sells it for 150 rupees per kilogram. Gomi says, "Initially, we were selling milk for 80 to 100 rupees per kilogram, but now we sell it for 130 rupees per kilogram, allowing us to save a good profit. Thanks to this initiative, we are earning an additional 50 to 70 rupees per kilogram. I am grateful to Thardeep, the Government of Pakistan, NPGP, the Ministry of PASS, and IFAD for their support in helping us start and grow our businesses."

Three years ago, Ms. Surata's household in District Tharparkar was found to be below the poverty line in a survey conducted by Thardeep Rural Development Programme.TRDP decided to provide her with a grant under National Poverty Graduation Program. Surata planned to start a small livestock enterprise. Subsequently, she received a grant of five goats 🐐worth 60,000 rupees. With time and care, the number of goats increased to 20, including 7 males and 13 females, three of which were milking goats. Surata says that she used the milk to make dahi (yogurt) and tea. She sold 7 male goats for 300,000 rupees and used 250,000 rupees of that amount to build two concrete rooms🏡. Previously, Surata's house was made of thatched-roof huts 🛖 which had caught fire and burned completely.

Surata says, "Thanks to #TRDP, we received the initial five goats. By taking care of them, their number increased and we saved the profits. My husband had no additional resources to earn money to cover home expenses. The earnings from the goats helped us cover home expenses. With the remaining 50,000 rupees we had previously saved, we repaired our cart for 35,000 rupees."

Surata says that their family then took a 50,000-rupee interest-free loan from Thardeep and added the remaining 15,000 rupees from their savings to purchase items to sell on the cart for 65,000 rupees.

Surata expresses her gratitude to TRDP, Ministry PASS, Govt of Pakistan 🇵🇰 and IFAD for their support.
